AHSCS extend supports to  bandh

ITANAGAR, Aug 4: All Hrusso (Aka) Socio Cultural Society extended its support to bandh call given by All Hrusso (Aka) Students’ Union, West Kameng District at Hrusso (Aka) area.

It said that despite request from the society or association, the West Kameng District authority and capital complex authority could not fulfill the demand of the community against GGL Group for publishing wrong information on Aka community.

 

Health assistants demands creation of new posts

ITANAGAR, Aug 4: All Arunachal Pradesh Health Assistant Trained Association (AAPHATA) appealed to the State Government  for early allocation of fund to create new post of health assistants during the financial year 2011-12.

It is learnt that many health sub-centres have been established within the state without any health assistants’ posts, AAPHATA said in a release.

It also urged the Government to send the health assistant for training of every year.

 

Condolences

ITANAGAR: Aug 4.: The principal, staff members of Arunachal Teachers’ Association (ATA) and students condoled the untimely death of Bijoy Kalita, Junior Teacher, GSS Manhofai, Lohit.

He died this morning at GMC Guwahati after prolonged illness.

In a condolence meeting at GHSS Namsai, they observed silence for a few minutes as a mark of respect to late Kalita and prayed for eternal peace of the  departed soul.

He is survived by his wife and a son.

He joined Education Department in the year 1987. During his tenure he has served at different Schools of Lohit District dedicatedly.

 

‘Solution to crisis soon’

ITANAGAR, Aug 4: Pointing out the recent formation of chess association in two districts, All Arunachal Pradesh Chess Association (AAPCA) led by its general secretary Hina Nabam Mavan informed the “chess lovers and well wishers of the state that the present problems and crisis within AAPCA will be resolved soon.” He further said that the affiliation process is completely held up.

 

Forum demands early appointment

ITANAGAR, Aug 4: All Lower Subansiri District SSA Teachers Panel List Forum in a letter to education minister appealed for early appointment of panel list candidates as per merit list against the vacant posts.

It also appealed the minister to initiate steps for sanctioning of post for the year 2011-12 to accommodate maximum job opportunity to panel list candidates of the district.

 

School development meeting held

ITANAGAR, Aug 4: The development meeting of I V school, Palap under Chambang circle in Kurung Kumey district was held at school premises recently. The meeting presided over by ASM cum SMC chairman Gokia Tagam was attended by teachers, GBs, panchayat members and public of both Todubath and Palap villages. The members present in the house also unanimously reconstituted the school management committee.

 

Training for extension functionaries

ITANAGAR, Aug 4: Krishi Vigyan Kendra (KVK), Tawang organized a training programme for extension functionaries at Potato Godown  Lumberdung.

Altogether, 10 extension functionaries (A.F.A) participated in the programme.

Chandra Kumar Singh, S.M.S (Agronomyh), discussed about the preparation and use of blue green algae in paddy crop. He also discussed about the Integrated Plant Nutrients management in Paddy and Maize crop.

 

BJPYM AP to attend Sansad Gherao

Govt suspends selling of state lottery

NAHARLAGUN, Aug 4: In  exercise of power conferred under section of lottery Regulation Act. 1998, the State Govt. has suspended marketing/ selling of Arunachal Pradesh State lottery both on line and conventional paper lottery from August One.

“It is learnt that some people are illegally conducting/marketing draws of lottery in the name of the Govt. of Arunachal Pradesh, Department of State Lotteries in some states,” the notification said and disowned the responsibility of such lotteries.

Persons who purchase such unauthorized lottery tickets shall have no repent and right to claim for any prize money, said the notification issued by  Deputy Secretary Department of State lottery, Govt. of Arunachal Pradesh.DIPRO

 

Dorjee relinquishes charges

ITANAGAR: Rinchin Dorjee relinquished his charges as chairman of Arunachal Pradesh Public Service Commission on successful completion of six years term today. Rinchin joined the APPSC on May 18, 1999 as a member and was appointed as chairman on Aug 5, 2005.

Meanwhile, the members, officers and staff of the Commission organized a farewell meeting in honour of the outgoing chairman Rinchin Dorjee today and congratulated him for his successful completion of service as APPSC chairman.

Dorjee in his speech expressed gratitude to the State Govt for extending their full cooperation while discharging the duties. He also expressed his heartfelt thanks to the officers and staff of the commission for extending their cooperation with sincerity during his service tenure.

 

GSU lauds Police efforts

ITANAGAR: Galo Students Union (GSU) has lauded Likabali police team headed by officer in-charge T Boge for arresting all three alleged accused behind killing of one Md. Asor Ali, a taxi driver whose body was found at Gai River.

In a press release GSU general secretary Pakmik Taipodia, said timely arrest of all accused has averted a major problem. “Ever since news of his body being found in Likabali became public, some sort of tension has been developing. With Assam based organization raising it, this murder incident could have become an inter-state issue. However by arresting all accused, Likabali police had done great service to the state,” said Pakmik Taipodia.

ITANAGAR, Aug 4: State Chief Minister Jarbom Gamlin today cautioned that Govt will strictly deal with bandh callers from henceforth.  

Addressing the media persons here today on completion of three months in the office, Gamlin said state govt will follow Supreme Court order while dealing with bandh culture.

“Supreme Court has banned bandh and has declared it illegal. We have been tolerating bandh as we don’t want to clamp down hard on our own youths.  But from now onward we will follow Supreme Court guidelines and will strictly deal with all these bandh callers who harass ordinary citizens,” stated CM Gamlin.

Informing about his recent visit to Delhi, Gamlin said he took up matter like clearing of pending PDS bill, up-gradation of Naharlagun hospital and getting clearance from environment ministry for various hydropower projects with central leaders.

CM also assured capital citizens that soon road will be repaired. “After damaged caused by rain in the last few days, I had urged authorities to carry out details study into the problems. They had presented the report which estimates that around 13 to 14 crore will be needed to repair capital road. Soon Govt will release half amount for first phase of repairing work,” said Gamlin. He urged citizen to be patient as bad weather is creating hurdle for carrying out of road repairing in capital.

Chief Minister further informed that state government is raising three new battalion of police force in coming months. “We are raising 4th IRBn battalion, APPBn battalion and Tirap & Changlang battalion. Recruitment will begin very soon and this will provide job opportunities to Arunachalee youths,” said CM Gamlin. He added, “APPBn battalion is exclusively being raised to maintain security in various hydropower projects and trans-Arunachal Highway. The salary to be paid to these jawans will be born by all the hydropower developers.”  He also informed that work of constructing civil secretariat is progressing smoothly while that of assembly building is picking up after minor problems were solved.

Speaking about resuming of helicopter service, Gamlin told presspersons that state govt will soon float global tender for carrying out of helicopter service in the state.

On being questioned about status of investigation into chopper incident of late CM Dorjee Khandu, Gamlin said, “Investigation team has not been able to find the black box yet. Also parts of chopper recovered from accident site have been sent to France for further investigation and hopefully soon we will get report.”

 

3 militants surrender in Tirap

TIRAP,  Aug 4: Three cadres from NSCN (K) today surrendered with  three  pistols.  With today’s surrender the number has gone up to 104 during 2009-11, according to AR. With its relentless and sustained operation, 19 Assam Rifles under the aegis of 25 Sector Assam Rifles gave a boost to the process of peace building in Tirap by facilitating surrender of  the militants.

Comdt 19 Assam Rifles presided over the surrender ceremony and felicitated the surrendered cadres for their  bold and wise decision to join the national mainstream.  He added that the return of these cadres to the mainstream is an indicator of the fact that efforts of the security forces are bearing dividends.

The sustained and continuous counter insurgency operations launched by  19 Assam Rifles under the aegis of 25 Sector Assam Rifles coupled with the psychological initiatives motivated these terrorists to shed the path of violence and join the national mainstream.  Most of these youths had fallen to the false Robinhood image of terrorist and were recruited by force, it said.

Today’s ceremony is a landmark event and clearly depicts the changed perception of the youth and  their desire to be part of the society and national mainstream. The entire process of motivating the cadres and sensitizing them has been a joint effort of Security Forces with the district police.  The synergy between 19 Assam Rifles and Tirap district Police has been instrumental in the successful surrender of these cadres, the AR release said.

It is worth mentioning that more cadres belonging to various insurgent groups want to surrender but due to lack of surrender policy in the state of Arunachal Pradesh they are hesitant to come forward.  The state government must consider the need of surrender policy to reform the militants who are willing to lay down arms and join the mainstream, the release said.

Comdt 19 Assam Rifles emphasized on the commitment of Security Forces towards rehabilitation of the misguided youths. The Comdt also added that all efforts are being made to assist them to secure their rehabilitation package from state govt and also informed that on the initiative of DAO DIVISION, a Rehabilitation Centre is functional at Dinjan Military Station, where these youths are provided Vocational Training aimed at providing adequate skills for employment.

 

Setong calls for quality education

KHARSANG, Aug 4:  Providing quality education to children should be given top priority in our society, stated Power (Electrical), Forest and Environment, Parliamentary Affairs Minister Setong Sena while attending a public meeting here today.

Human resource is the need of the hour, he said adding that the society needs more leaders and intellectuals for a positive change. Sena informed that project for road construction under border road development from Vijaynagar to Tirap besides putting up fences along the Indo-Myanmar border is in the pipeline.

While terming the people of Miao-Kharsang area as progressive, Sena urged them to further develop tea and rubber plantation.

The minister assured to look into the creation of a new office of Superintendent Tax & Excise at Kharsang which will not only benefit the people but also help in revinue collection.

Sena assured to look into the genuine demands of up-gradation of Circle headquarters Kharsang and Vijoynagar to EAC headquarters besides creation of Namphai-I Circle headquarters comprising Namphai-I and Namphai-II areas bifurcating Miao circle.

He also assured for creation of electrical Sub-Division at Kharsang with its headquarters at Kharsang for augmentation and improving the power distribution system and a Conference Hall at Circle Officer’s Office at Kharsang.

Earlier a 17-point public memorandum by the people of Miao, Kharsang and Vijoynagar circles was submitted to the minister.

The public memorandum urged for de-reservation of Namphuk Reserve, Namchik Reserve and M’Pen Reserve area including Kharsang circle headquarter.

De-notification and re-demarcation of Anchal Reserve forest and exclusion and release of excess area covered beyond 14.5 sqkm. It said that no public opinion was taken before declaring the people’s land as Reserve forest.

The memorandum further urged to provide land utilization rights on the Reserve Forest for all purposes under the Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act immediately.

The people also urged for creation of Kharsang, Miao and Vijoynagar Anchal Samity and Zilla Parishad Constituency separately bifurcating Miao Anchal Samity/Zilla Parishad Constituency.

The people also demanded for the creation of Police Outpost at Namphai-I and M’Pen of Miao Circle.

Opening of SBI bank or its Extension Counter at Kharsang was also urged upon as the nearest bank is located 23 kms at Miao.

Other demands included establishment of STALL Airport and a Technical Institute at either Kharsang or Miao, exclusion of Miao Singpho Village from Miao Urban Area, job opportunities for local affected areas in Namdapha National Park and Tiger Project, to expedite clearance of proposed Thermal Power Plant at Kharsang.

The public meeting was attended by local MLA cum APMDTCL chairman Kamlung Mossang, ZPM chairperson J Jugli, Nampong ZPM, Jairampur ZPM, Anchal Chairperson Jowkhong Singpho, former minister Samchum Ngemu, ADC Miao, panchayat leaders, GBs, government officers and officials, representatives of Geo-Enpro Petroleum Ltd, public leaders of Miao, Kharsang, Jairampur, Manmow and Nampong.

 

Govt for compulsory education to children

ITANAGAR Aug  4 : “The State Government is doing all out effort to ensure that each and every child of the State gets proper and compulsory education,” asserted Chief Minister Jarbom Gamlin while addressing a huge gathering of teachers and school children here at Banquet Hall on the State Level function to mark the distribution of free textbooks and uniforms to elementary school students under Right to Education Act 2009.

“It is time that we seriously think of improving the literacy rate of our state which stands 2nd last in state wise category,” he paused while appealing the Education Department to recollect their energy to sail the state to the top position. He rests the onus to the teachers and students to dedicatedly pursue the goal of education so as to take Arunachal Pradesh and the nation to new heights.

The Chief Minister observed that this initiative of providing incentives to the poor and needy students will reduce the rate of school dropouts and boost the never enrolled children to attend schools which will automatically increase the literacy rate.

While categorically alarming the teaching community over the growing absenteeism in the schools, Gamlin called upon them to rededicate their devotion towards education in order to improve its quality. Describing the students as the future of the state as well as the nation, Gamlin emphasized for shouldering the responsibility to build a strong and educative nation in the days to come. He exhorted the principals and headmasters to check the increasing absenteeism of teachers and students in order to create a healthy learning and teaching atmosphere in the schools.

In his address Education Minister Bosiram Siram informed the gathering that the State Government had been one of the foremost states to implement the Right to Education Act in letter and spirit. He also briefed on preparedness on RTE and its implementation strategies.

“Right to education has become a fundamental right of every child in the age group of 6-14 years. It mandates free and compulsory education of good quality to all children irrespective of caste and creed”, Siram said.

 

Grim present! Grand future?

Not for nothing, the District Information and Public Relations Officers are called the eyes and ears of the government. Their primary duty is not only to disseminate information on policies and programmes of the government of the day but they are also required to provide right feedbacks to the policy- maker in the government, mainly through the media. They may also point out the lacunae and fallacies if any that may affect the effective implementation of government schemes, especially in the villages to enable the planners take timely corrective measures. However, with the growing awareness of the people, the DIPROs often work as factotums in the interest of the society. Having said that, the feedbacks I am about to provide here on key areas of development concerning our people, are not so rosy and encouraging for reasons more than one. Truth is always bitter but we must face it. We cannot and should not  hide the truth. It is inscribed in a war cemetery, “When you go home tell them of us and say we give our today for your tomorrow.” Today, most of the people in Arunachal Pradesh who are painfully  enduring untold sufferings due to lack of basic necessities of life like proper road connectivity, power and water supplies, health services, educational facilities, mobile network service and so on and so forth, are saying , “We sacrifice our today for your better tomorrow.”

We whole-heartedly support and appreciate our state government’s noble and novel initiative in building the much-hyped Trans-Arunachal-Highway that will connect many unconnected interior areas in the state and will without an iota of doubt, prove to be a real boon for the rural people when it is eventually completed. This mega project will take development to the people’s doorsteps and will improve the rural economy. However, let us accept the truth that it will take many more years to complete the arduous task. Now, even the ordinary people are asking, “Why are we neglecting the existing roads through which we travel?” “Why the present generation is being made to suffer so much?” In fact the policy- framers in the state are virtually getting lost and deeply engrossed in the euphoria of the grand futuristic plans and ventures, completely ignoring the pitiable condition of the existing roads in the state. Trans-Arunachal-Highway is for tomorrow and tomorrow is yet to come. The present problems must also be addressed bearing in mind the difficulties and hardships the people face while traveling through the existing miserable roads. The Khonsa to Joypur road, the Deomali to Soha road, the Changlang to Khonsa road, to name but only a few, are in such a deplorable condition that there is no suitable word to describe. The state transport services have been withdrawn from many routes in Tirap due to poor road condition. The commuters are facing untold sufferings. We read in newspapers every day that the condition of the existing roads in other districts of the state is no better either. Now, the pertinent question every body asks is, “Why have we conveniently forgotten the existing roads?” Even the Township roads in many district headquarters are in shambles.

The same is the case with power scenario in the state. The hi-tech electronic gadgets, computer, internet, fax, mobile etc are rendered useless in the absence of regular power supply. The worst sufferers are the students, government departments, hospitals, etc as power has become as essential as food and water in today’s context. All works come to a grinding halt without adequate power supply. Almost all the district headquarters face this acute power supply problem helplessly and hopelessly. The policy makers and people who matter rhapsodize about the upcoming numerous Hydro Power Projects and tell us that our state is going to earn in crores from these Projects. We welcome them but rest assured it is going to take time before they actually materialize, especially after NGOs and scores of associations have raised their ante against construction of many big dams in the state. Their contention is that the authorities had bitten off more than they can chew by signing too many MoUs with too many power developers. It is their view and I am not qualified or interested to elaborate on this. My only concern is about the present pathetic power supply scenario. The authorities need to pull their socks and initiate some drastic and pragmatic steps to assuage the suffering of the people. The people have endured enough hardships due to erratic power supply. They are hoping against hopes. Whenever current goes off they console themselves by saying, “If there is a shadow, it means there is light shining somewhere.” Today, things have come to such a pass that the helpless parents force their children to study and complete their homework during the day as darkness always rules the night. Supply of proper drinking water to the people and ensuring smooth mobile network, especially BSNL are two important areas, the authorities need to address on priority. Scarcity of water, especially in winter and erratic mobile network are common problems of all the districts.

In our state, the development has been lopsided. Apparently, development is confined to the state capital Itanagar and the district headquarters. Let us not be guided by rhetoric and false belief, the fact is that the light of development is yet to reach the villages where the major chunk of our indigenous tribals  live and struggle  for existence. They have been deprived for too long. In many of the villages school buildings and health centres are in a ramshackle condition some of which will put even the cowsheds to shame. Incidentally, in the places where there are school buildings there are no teachers likewise in the places where there exist proper health centres, there are no Doctors. However, the concerned departments are initiating remedial measures and the onus is on the villagers to extend full co-operation. Now, if we believe that all is well in our villages then we are living in a fool’s paradise. I often interact with the poor villagers living in far- flung interior areas for whom computer, internet, mobile, modern medical facilities etc have no relevance at all as they have no access to them. Whenever I volunteer to inform these villagers about the many beneficial schemes meant exclusively for them, they tell me with a tinge of sadness in their voice, “Nothing has changed here in the last many years… and nothing will. You are however, welcome to try…” This unenviable situation in the villages exists in all the districts of the state. Agreed, some villages in some districts may be little better off but the truth is that the villagers are yet to experience development in the real sense of the term.

Now, coming to the insurgency-hit Tirap district, I must say that it is in a total mess and even God Almighty will probably get confused as to how and where to start from to set things right. As of now, the much-needed peace is elusive. To call spade a spade, insurgency problem is a reality in Tirap but sadly, it has not yet been dealt with effectively. There is an air of total mistrust and morass of confusion in Tirap vis-à-vis insurgency as the people do not know the exact stand and policy of both the state and central governments on this. The people are, indeed caught between the devil and the deep sea. The ultras force them to carry out their orders and the poor people have to oblige not out of love for the ultras but out of fear. The reason being, there is absolutely no protection for them. But the security forces tend to brand them as sympathizers of the ultras. Now, what do these hapless people do? Our government needs to show a clear resolve and will to resolve this vexed issue in the best possible way it can think of at the earliest as the people had suffered for too long. However, the recent visit of Home Minister, Takar Marde to Tirap has done a world of good. The much-needed visit has not only boosted the morale of the people but also the Minister got an opportunity to acquaint himself with the ground realities. His official announcement of Home Ministry’s major packages for Tirap-Changlang has certainly endeared the present government to the people.

Another area of concern for all of us is that political instability has been Arunachal’s nemesis over the years that dose not augur well for the state. The state government having embarked on many ambitious and path breaking projects and is all set to take Arunachal Pradesh to new height of all round development, political stability is of paramount importance. The sooner our leaders realize this, the better, in the supreme interest of our backward state. It is fondly hoped that along with the grand futuristic plans, our people-first state government also takes care of the present plethora of problems the common people are facing in right earnest. AARCA pleads for tender process under horti department

ITANAGAR, Aug 4: All Arunachal Registered Contractors Association (AARCA) has appealed the director of horticulture department to award works to the eligible firm or contractors through open tender as per norms.

In a representation to horticulture director, the Association said  the horticulture department should introduce tender process in construction and supply works in  order to maintain transparency and quality work.

Claiming that for the last many years many contract works under horticulture department have been executed without inviting open tender in violation of norms of CPWD manual, the Association said open tender is mandatory if the total cost of the scheme exceeds Rs. 2 lakhs. Representation further said that due to non-compliance of CPWD norms, the  contractors have been deprived of their rights to participate in tender process which is a matter of serious concerned.

 

APSTSU demands proper implementation of RTE, stipend for students

ITANAGAR, Aug 4: A delegation of Arunachal Pradesh Scheduled Tribe Students’ Union (APSTSU) has called on the Education Minister yesterday and submitted a five point memorandum including demands for early conduct of interview for the posts of LDC/UDC and peon which were advertised few months back.

Demanding proper implementation of the Right to Education, the Union said the students of various Govt schools of the state are still not enjoying the RTE as the principal and headmasters of various schools are taking admission fees from Class-1 to Class VIII. The union appealed the minister to issue directives to the respective DDSE of each district to act against such practice.

The Union also appealed to state Govt for monthly release of students’ stipend of Govt schools and for the students who are pursuing higher studies in different institutions in the country.

Stressing the need of physical education for the students, the Memorandum further said that there are no physical education teachers (PET) in Govt Secondary and Higher Secondary schools in various districts of the state.  It demanded creation of Physical Education Teachers (PET) posts for the poor students who are pursuing their studies in Govt Schools. Most of the diploma   and digree holders in Physical Education are serving in private schools as physical education teachers due to non-availability of posts in Govt schools, the union said. The Union also raised the demand for 30 per cent reservation for state’s tribal students in NE-I,NE -II  and NE -III in NERIST.

The minister reportedly agreed  to the proposal for 30 per cent reservation for tribal students of the state in  NERIST  under NE –I, NE-II and NE –III and assured to take up the  matter with union human resource development minister. He further assured to release monthly stipend of the students from this session besides creation of one carpenter and art and culture teacher post in each elementary school, and PET post in secondary and Hr secondary school and early conduct of interview for the posts advertised earlier.

 

Consultative committee cum review committee meeting held

BOMDILA Aug 4: The District Consultative Committee cum Review Committee meeting of West Kameng district was held today in order to review the various activities such as C: D Ratio, Implementation of ACP, Review of the performance of Bank under various sectors, Position of SGSY, Position of PMEGP, KCC/ACC, Finance under SHG, on SHG (Non-SGSY) Bank Linkage Programme, opening of Branches in unbanked Blocks and 100 percent financial inclusion.

Chairing the meeting, ADC B Dehingia called upon the Block Development Officers, the Branch Managers and the line departments to extend their services and reach out to the people for smooth execution of various schemes.

To enhance the advances under the C: D Ratio, the beneficiaries need to be educated for availing loans by the other stake holders especially in the agricultural sector but the mind set of the people also need to be changed for timely repayment of the loan component, he added.

The Lead District Manager informed about the setting up of a SBI Branch at Thrizino this year.

SIRD conducts workshop on Lab to Land Initiative

ITANAGAR, Aug 4: State Institute of Rural Development (SIRD), Arunachal Pradesh conducted a one-day orientation workshop for the HoDs of various line departments of Papum Pare District on Lab to Land initiative at DCs Conference Hall here at Yupia today.

Inaugurating the programme, Deputy Commissioner Pige Ligu said that the novel initiative of Lab to Land of Ministry of Rural Development has the potential to revolutionize the development paradigm in the pilot blocks and present a replicable model for people centric development.

Citing the importance of Lab to Land programme, he said that by ensuring success of the programme in the pilot block of Doimukh, the programme could then be extended to other blocks in the pilot district with assistance from Govt of India.

Addressing the delegates of the programmes SIRD Director Nyabin Ete informed the participants about the background and the objectives of the programme. He said that Ministry of Rural Development is giving emphasis on proper implementation of the initiative and assured all support of SIRD for all need based training interventions under the initiative.

Course Director Rakesh Srivastava from SIRD informed the delegates of the various aspects of the initiative through a poer-point presentation. He urged the delegates to make best use of the opportunity.

The delegates also clarified their doubts regarding various aspects related with implementation of the initiative.

The workshop involved discussions on the finalizing the format of data collection, issues related to empanelment and scope of work of Bharat Nirman Volunteers, role of line departments in supporting the initiative and benefiting from the support.

Lab to Land Initiative is a sponsored programme of Ministry of Rural Development, Govt of India with a novel initiative to help pilot blocks to demonstrate full achievement of all development programmes. It is a Ministry of Rural Development, Govt of India vision of sustainable and inclusive development of rural areas.

Papum Pare District has been selected as the pilot district by Govt of Arunachal Pradesh, and Doimukh Community Development Block has been selected as the pilot block for implementation of Lab and Land initiative. In this initiative Bharat Nirman Volunteers (BNVs) will be selected, who will collect important data relating to community members based on socio-economic, livelihood, knowledge of programmes, status of programme implementation, role of community, role of PRIs, major/critical development gaps in pilot blocks. BNVs are such volunteers who volunteer to provide their services free of cost as facilitators and local / village level resource person.

SIRD will provide training to BNVs on all major development programmes at the Block Level with the coordination of Master Trainer and Block administration. Based upon the data collected by BNVs, SIRD in consultation with district coordination committee shall arrive at village or Gram Panchayat wise development plan.

In context Arunachal Pradesh ASHAs, Preraks under Sakshar Bharat Mission etc representatives of NGOs working on voluntary basis in the pilot blocks interested and willing representatives from PRIs. All Heads of Department attended the workshop.

The programme was attended by heads of line departments, particularly from Forests, Industries, Agriculture, PWD, PD DRDA, BDO Doimukh, APEDA, etc.

 

Absence of leaders criticized

ITANAGAR, Aug 4: The All Capital Complex Citizen Tribal Right Forum has criticized elected representatives of the state including PWD and UD Minister Nabam Tuki and Assembly Deputy Speaker Tapang Taloh accusing them of staying in Delhi when their presence is required for the welfare of the state and its people.

The People’s representatives, including few MLAs and parliamentary secretaries are absenting from their respective headquarters and the state capital for weeks and months together and staying in Delhi when the state was finding it difficult to cope with the fury of floods and landslide, the Forum said.

The Forum further said the people’s representatives should resign on moral ground paving the way for the others if they are reluctant to serve the people of the state and prefer to stay in Delhi. The Forum appealed to the Governor and Chief Minister to take appropriate action against absentee representatives for failing to carry out their duties.

 

CRPF Civil Action Prog

Seppa, Aug 4 : The Sewing/ Tailoring training organised by 138 Bn CRPF under its Civic Action Programme began at Conference Hall of Govt. Hr. Secondary School, Seppa today.

Inaugurating the programme, East Kameng deputy commissioner Tope Bam appreciated the G/138 Bn CRPF presently deployed at Seppa for the noble initiative which aims to enhance the sustainable livelihood to the needy people.  He urged the trainees to be attentive and sincere during the training programme so as to gain knowledge which will be beneficial in their future for self-dependence and sustenance. He cautioned that if anyone fails to attend the training properly even after selection, she can be denied of the sewing machine. Further, he said that 138 Bn CPRF shown the way for the others to take up such activities for the needy people.

M.L. Meena  Astt. Comdt. said that the programme is being organised under the initiative of Bhupendra Kumar, Commandant for good faith, brotherhood and good relation between CPRF personnel and civil public. He Sewing machines will be distributed to needy / poor ladies after completion of the training on August 17.

Of transport service

Dear Editor,

We know that most of the district headquarters of Arunachal Pradesh are connected with the state Capital Itanagar by the state transport service which is quite helpful for people of respective district headquarters. But we the citizens of Upper Subansiri district are facing difficulties as the state transport bus service ends at Naharlagun only.

As the transport service from Daporijo ends at Naharlagun, the students who are studying in college, school and University and staying at Itanagar are facing extra burden. Moreover, the Upper Subansiri patients who are referred to R K M Hospital and other hospital at Itanagar are also facing transportation problems to reach Itanagar.

Many a times students residing in Itanagar are facing tough time as it is difficult to reach Naharlagun early morning to board up Daporijo bound state transport.

Therefore, I on behalf of the citizens of Daporijo, earnestly request the transport authority to look into the problems. And also request the MLAs, panchayat leaders and pressure group to look into our grievances.

Conduct fresh recruitment

Dear Editor,

We the depressed PG with B. Ed holders of both Commerce and Geography subjects would like to highlight the back-door policy of appointment under the state Education Department.

We came to know that as many 16 numbers of STs (Senior Teachers) in subject like Commerce and Geography have been appointed during Sept 2010 without conducting interview and undermining the existing Recruitment Rules. The Education Department still follows illegal method of recruitment and the appointments were done purely on the basis of favoritism and nepotism. If we allow such malpractice especially in recruitment of teachers, one can never expect of quality education in our state in near future.

We would like to question the authority concern on what basis all those l6 STs have been appointment? Why STs (Commerce) have been posted where there is no Commerce stream in a particular  Higher Secondary School? Moreover, it has been observed that since 2009 onwards, there was no open advertisement of ST’s post for recruitment except recent advertisement but there is no single vacancy for Commerce and Geography.

We urged the authority concern to cancel all the appointment orders and make immediate advertisement for fresh recruitment and also earnestly request the Education Minister to issue necessary directives and guidance in this regard, otherwise, we compel to agitate for our democratic right.

We would also like to appeal NGOs, especially PG with B.Ed holders of both Commerce and Geography to raise voice and All Arunachal Pradesh Unemployed Trained Teachers’ Association has also been requested to intervene in this matter.

Highway Goondagiri !

Dear Editor,

I would like to draw the attention of general public and higher authorities including home minister to take action against jawans who have beaten me mercilessly near D-sector, Itanagar on Aug 2.

The incident occurred at around 7.45 pm at D-sector near I G Park on August 2 while I was travelling by my scooty.  All on a sudden a police patrolling vehicle (Gypsy) overtook and stopped  me, two jawans came out of vehicle  and started beating me targeting my head and face without any reason. They even did not give me any chance to know the reason behind such merciless pounding. On seeing this brutality, two-three people gathered there and helped me out. When they tried to know the reason of such cruel act, the jawans jumped into the vehicle and fled away. Even I have to receive treatment after the brutal act.

I, being educated youth and law abiding citizen, request the Home Minister to enquiry into the incident and take disciplinary action against erring personnel and deliver justice .

I also appealed to the human rights organizations, apex students’ body and NGOs in general raise voice against such cruel act.

Tax plans draws flak

 

Mining companies have denounced the new legislation that demands 26 per cent additional tax on their profits. The government aims to utilize the revenue thus generated for welfare programmes in mining areas mostly inhabited by indigenous tribals.

The mining companies have compared the legislation with what they say is the unjust Black Economic Empowerment Act (BEE) of South Africa, launched to redress the inequalities of apartheid.

They say that the move will make mining companies globally uncompetitive and will affect growth and employment.

However various non-governmental organisations and anti-mining activists have welcomed the proposed legislation.

India's mineral resources are mostly found in areas inhabited by indigenous tribal populations.

Private companies are accused of using coercive strategies to take away tribal land - often by using government security agencies or private vigilante forces.

Villagers say they often receive little or no compensation for their land. They also complain of a lack of health care, schools and proper sanitation.

A recent report published by the Delhi-based Centre for Science and Environment suggested that most of the major mining areas in India are in the 150 least developed districts in the country.
